Add the Feeds dashboard page for reviewing feed candidates

Browse Source 
Ranked by the shrunk mean of the linked articles' telemetry and ratings,
with Add (into a chosen Miniflux category) and Dismiss per row, a status
filter, a nav tab and an overview tile.
